Dr. Ebony Wilson
Executive Director
Dr. Ebony S. Wilson is a behavioral health and child welfare professional with more than 15 years of experience serving children, youth, and families across Arkansas. She holds a Bachelor of Science in Social Work from Arkansas State University, a Master of Education in Mental Health/Rehabilitation Counseling from the University of Arkansas at Little Rock, and a Doctorate in Pastoral Care and Counseling, a foundation spanning clinical behavioral health, family systems, trauma-informed care, and faith-integrated counseling. Throughout her career, she has worked extensively within Arkansas’s child welfare and behavioral health systems in roles including Family Intervention Specialist, Behavioral Health Specialist, Social Services Director, Substance Abuse Counselor, and Family Service Worker, providing intensive in-home family services, case management, crisis intervention, individual and group counseling, and care coordination for youth and families involved with the Department of Human Services and community agencies.
Dr. Wilson currently provides Intensive In-Home Services and facilitates therapeutic group counseling using evidence-based, trauma-informed practices to strengthen families and improve permanency outcomes. She brings this clinical foundation to her leadership roles as Executive Director of Hidden Stars Incorporated and Founder/CEO of Covenant Care Therapeutic Living, where her experience spans treatment planning, staff supervision, grant development, regulatory compliance, and community partnerships. Holding current CPR and Qualified Mental Health Professional (QMHP) certifications, Dr. Wilson’s combination of advanced education, clinical expertise, and executive leadership uniquely positions her to oversee a therapeutic residential child welfare agency in full compliance with Arkansas DHS licensing standards, ensuring the safety, well-being, and success of every child in Covenant Care’s care.
Mrs. Felicia Williams-Kirksey
Director of Operations
Felicia D. Kirksey brings over a decade of direct service, case management, and child welfare experience. She holds a Master of Social Work from Tulane University, a Master of Arts in Sociology from Arkansas State University, and a Bachelor of Arts in Interdisciplinary Studies with concentrations in Psychology, Sociology, and Health Professions, an educational foundation spanning child development, family systems, trauma-informed care, and evidence-based behavioral health treatment. Her career includes service as a Family Service Worker and Case Manager with the Arkansas Department of Human Services, where she protected abused and neglected children, conducted investigations, arranged foster care placements, developed case plans, and coordinated family services, building deep expertise in child welfare regulations, safety planning, and permanency planning. She has further strengthened her clinical foundation through roles as an ABA Specialist with Arrows Behavior Therapy and Counseling and a Qualified Behavioral Health Provider with Arisa Health, implementing treatment programming and supporting individuals through behavioral health challenges.
Currently serving as a Clinical Supervisor with Youth Villages’ Intercept Program, Kirksey provides clinical oversight to counselors and specialists working with children and families facing significant emotional and behavioral challenges, supervising treatment planning, case management, staff development, crisis intervention, and quality assurance, while also overseeing a 24/7 crisis intervention hotline. This combination of clinical leadership, child welfare expertise, and regulatory compliance experience has prepared her to create a safe, structured, and nurturing environment where youth can develop life skills, strengthen family relationships, and achieve positive behavioral outcomes. Kirksey’s education, extensive child-serving experience, and dedication to trauma-informed care position her to own and operate a therapeutic group home that meets DHS licensing requirements and delivers high-quality therapeutic services to children in need.
Kliffeion McDuffy
Information Technology Coordinator
Kliffeion McDuffy serves as the Information Technology Coordinator for Covenant Care Therapeutic Living, overseeing the organization’s technology infrastructure and digital presence. He is responsible for designing, developing, and maintaining the Covenant Care Therapeutic Living website, ensuring it effectively reflects the organization’s mission and serves the needs of children, families, and community partners. Kliffeion previously designed and developed the website for Hidden Stars Inc., reflecting his ongoing commitment to supporting nonprofit organizations through thoughtful, mission-driven technology solutions.
Kliffeion’s technical background spans telecommunications and healthcare IT, including experience as a Cable Technician with Blue Sky Technologies and his current role as an independent contractor providing IT support for a healthcare facility. This diverse foundation in network systems, technical support, and website development equips him to deliver reliable, secure, and efficient technology solutions that strengthen Covenant Care’s daily operations. Dedicated to leveraging technology in service of the organization’s mission, Kliffeion plays a key role in helping Covenant Care Therapeutic Living expand its reach and better serve children and families throughout Arkansas.

After witnessing the challenges faced by children in foster care and drawing from years of experience serving youth and families, we were inspired to create more than a residential program; we set out to create family-style care.
